В статье рассматривается проблема социального обеспечения сотрудников Министерства внутренних дел РФ и народных дружинников. На основании проведенного анализа конституционно-правовых положений можно выделить отдельные проблемы правового регулирования, а также предложить пути их решения. Проанализированы проблемы в сфере реализации социальных прав сотрудников ОВД во взаимосвязи с кадровым дефицитом сотрудников в субъектах Российской Федерации. Реализация данных предложений, по мнению авторов, позволит снизить дефицит кадров ведомства в субъектах Федерации и будет способствовать снижению оттока кадров из субъектов в центр, повысит социальные гарантии сотрудников МВД России и народных дружинников.

The article examines the problem of social security for employees of the Ministry of Internal Affairs of the Russian Federation and people's volunteers. Based on the analysis of constitutional and legal provisions, it is possible to identify individual problems of legal regulation and propose solutions. The problems in the sphere of realization of social rights of employees of the internal affairs bodies in connection with the personnel shortage in the constituent entities of Russia are analyzed. The implementation of these proposals, according to the authors, will reduce the shortage of personnel in the department in the constituent entities of the Russian Federation and will help reduce the outflow of personnel from the constituent entities of the Federation to the center, and will increase the social guarantees of employees of the Ministry of Internal Affairs of the Russian Federation and people's volunteers.
