Статья посвящена комплексному анализу конституционно-правовых основ бюджетного федерализма в Российской Федерации. Рассматриваются теоретические модели и принципы разграничения финансовых полномочий между уровнями публичной власти. Выявляются системные дисбалансы, сложившиеся в бюджетной системе России, включая чрезмерную централизацию финансовых ресурсов и вертикальную зависимость регионов. Особое внимание уделяется проблеме несоответствия между закрепленными расходными обязательствами и реальными доходными источниками субнациональных бюджетов. Анализируется эффективность существующих механизмов межбюджетного регулирования, таких как дотации, субсидии и субвенции. Исследуется влияние сложившейся модели бюджетного федерализма на финансовую самостоятельность и ответственность субъектов РФ. На основе проведенного анализа формулируются конкретные предложения по оптимизации бюджетных отношений. Целью исследования является разработка мер, направленных на достижение сбалансированности и повышение устойчивости бюджетной системы страны.

Fiscal Federalism in Russia: Constitutional and Legal Foundations and Imbalances in the System of Delimitation of Financial Powers

This article provides a comprehensive analysis of the constitutional and legal foundations of fiscal federalism in the Russian Federation. It examines theoretical models and principles for delineating financial powers between levels of public authority. It identifies systemic imbalances in Russia's budgetary system, including excessive centralization of financial resources and vertical dependence of regions. Particular attention is paid to the discrepancy between fixed expenditure obligations and the actual revenue sources of subnational budgets. The effectiveness of existing interbudgetary regulation mechanisms, such as grants, subsidies, and subventions, is analyzed. The impact of the current model of fiscal federalism on the financial autonomy and responsibility of constituent entities of the Russian Federation is examined. Based on the analysis, specific proposals for optimizing budgetary relations are formulated. The goal of the study is to develop measures aimed at achieving balance and increasing the sustainability of the country's budgetary system.
